[ghc-steering-committee] Please review #343: BangPatterns by default, Shepherd: Simon PJ

Dear Committee

This is a tiny proposal, just about the default setting of -XBangPatterns.  My instinct is that it's just not worth making a tiny change like this, but I'd love to know what you think.
