[ghc-steering-committee] Simplify type synonym and type instance declarations

That's what I did :-) . Except that I used the file browser rather than the
file switcher.

(In this particular case, there was a lazier way: Vlad had added a link in
the first reply. I just happened to notice it after I was done)
