Add Unified Namespace
has been proposed by Artyom Kuznetsov

I propose Iavor as the shepherd. (I was tempted to pick Richard, as
this has presumably positive interactions with Dependent Haskell, but
in a way it is a competitor to Richards’ #214.)

In particular, talk to the authors before, if you think this should be
rejected, and kick off the discussion on Github, following the steps 
described under “Now the shepherd proposes to accept or reject the
