[ghc-steering-committee] Set reminders on Github

Dear Committe,

I have enabled a “reminder bot” on our GitHub repository. You can set
reminders by writing

/remind me to close discussion next week

or

/remind @isovector to accept this on July 29

and the bot will confirm that it understood what you wrote, and then,
well, remind you about it.


You can use this for things like “if this stays silent, I will do X in
Y days”.
