[ghc-steering-committee] Extra Commas (#87), Recommend: accept

[Iavor Diatchki]

I find the "cleaner diffs" or "easier editing" motivations to be very weak,
and I'd rather not have to explain why `[1,2,]` is a list, but `(1,2,)` is
a function.
