[ghc-steering-committee] Stable Language extension discussion

Hi,

there are some good ideas here, and I sense some common agreements, but
let’s move this discussion to GitHub. I hew out a rough draft of what I
think we have in mind in the form of a proposal, and we can discuss it

Also, feel free to consider this a collaborative editing process and
