Upcoming GHC 9.6.4 release

Hi all,

We are planning a release in the 9.6 series before Christmas, with a
preliminary ETA of 15th December.

Please use this ticket to request any submodule bumps or for any other
discussion related to the release.

If you would like any patches to be considered for inclusion in this
release please ensure that the corresponding Merge Requests are marked
with the ~"backport needed:9.6" label.
