Alternative to isTypeLevPoly

Hi,
Thanks for the tip, I've tried it and it behaves differently than
isTypeLevPoly. I can get panic when querying the reptype for fixed
reptypes. That means isTypeLevPoly semantically is not the same as the
negated result of typeHasFixedRuntimeRep.
