[Haskell] [ANNOUNCE] GHC 9.2.3 released

Hi
https://gitlab.haskell.org/ghc/ghc/-/issues/21506, ghc-9.4.1-alpha1 does
not install on macos, exists on 9.2.3 also. The workaround given in 21506
works. Do you want a ticket for this?
