9.4.2 release plans

Hi all,

Within the next week we are planning to release 9.4.2 to fix the
critical issues found in 9.4.1.

The 9.4.2 milestone is up-to-date with all the issues which are
planned to be fixed in this release.

Amongst these are:

* -x option broken on command line (#22044 )
* Darwin bindists can't be installed (#21974)
* Bytecode interpreter incorrect result when inlining constructor
wrappers (#22042)
* Some fixes to the make build system (#22047)
