[RFC] Split the GHC.* hierarchy from `base` in its own package, `ghc-base`

Hello everyone, after a chat with Ben and seeing the idea thrown around, 
I have opened an RFC ticket to explore designs regarding a split of the 
GHC.* hierarchy from base, into its own package.
