[GHC Proposal] Allow use of TypeApplications in SPECIALISE pragmas

Hello everyone,

I just opened Pull Request #15 [1] against the ghc-proposals repository,
describing a propsed extension to the syntax of the SPECIALISE pragma,
allowing significantly more concise usage.
