Options -Wmissed-specialisations, -Wall-missed-specialisations and -Werror

Dear all,

In GHC 8 RC 1, the `-Wmissed-specialisations` and
`-Wall-missed-specialisations` options generate a warning instead of
an error when using `-Werror`. Is it the expected behaviour?
