Will directory 1.3.0.0 be shipped with GHC 8.0.2?

Indeed GHC 8.0.2 will ship with directory 1.3; this is unfortunate, but
we concluded that this would be the only sensible option considering
there is a rather subtle change in semantics in this release (namely
fixing directory #63).
