[RFC] Moving user's guide to ReStructuredText

Hello,

thanks for doing this Ben!  +1 for me too.  Like others, I don't like
editing XML by hand.   As to which other format to use, I trust your
judgement---I've used a bunch of them, and in my mind they are all fairly
similar, and I always have to look up how exactly things work anyway, so
whatever seems reasonable.
