I suspect that this is just Phabricator having picked up only now; that
commit had been pushed in the Haddock since at least

  http://git.haskell.org/ghc.git/commitdiff/f46360ed7139ff25741b381647b0a0b6d1000d84

(that's the commit in ghc.git that updated the haddock gitlink to point
to 4bb685bd0f57, hence that commit had to be in there already back then)

So this is most likely some harmless symptom... nothing to worry :)
