Test failures: T4945 and haddock.base

I cannot fully reproduce this change on the perf builder. There is a
change caused by “Improve strictness analysis for exceptions”:

But here, the change is smaller:
tests/alloc/haddock.base 	9372256848 	+ 0.50% 	9418857192

But both are off the expected value of 9014511528, so maybe you can
simply re-center the numbers.
