Building on Windows

My original patch 
https://ghc.haskell.org/trac/ghc/attachment/ticket/10777/cabal-rsp.patch 
contains 'normslash' function. It seems, Michael have overlooked this. 
GNU tools wait response files containing forward slashes in paths.
