[Haskell] Haskell on Windows instructions - is MinGHC version update needed?

Just weighing in from the LTS side (and I guess MinGHC as well): having a
link to 7.8.4 is definitely the right thing to do. LTS 2 will not compile
with GHC 7.10 (see: https://github.com/fpco/stackage/issues/378 for more
information).
