7.10 STABLE freeze date

I'd like to get both #5462 <https://ghc.haskell.org/trac/ghc/ticket/5462>
and #9766 <https://ghc.haskell.org/trac/ghc/ticket/9766> in 7.10. I'm
hoping to have them ready for review later this week.
