The GHC 7.8.4 debian package now builds on arm

Hi Ben,

it seems the story is not over yet. For some reason, building
out-of-tree libraries (like mtl) does not build .so files on arm*:

which later causes breakage:

Do you have any rough guesses what might be causing this?
