New implementation draft for -XStaticPointers

Hello,
  We are pleased to announce a new implementation draft of the
StaticPointers extension [1].

   We plan to improve the code still, and probably the interface of
GHC.StaticPtr will undergo some changes, but the draft already covers
the features that would make us happy to have in ghc 7.10.
