Bump haddock version

Somehow the submodule bump which performed the version increment of
`haddock` and friends in was lost in the pre-release shuffle.
Fix this.

Closes #24827.

Bump haddock submodule with fix to #24853

It appears that this reversion was not merged to ghc-9.10, again
breaking quick-jump in `base`'s Haddocks.

Also bump version to 2.31

Fixes #24853.
