Make FloatIn robust to shadowing

This MR fixes #22622. See the new
  Note [Shadowing and name capture]

I did a bit of refactoring in sepBindsByDropPoint too.

The bug doesn't manifest in HEAD, but it did show up in 9.4,
so we should backport this patch to 9.4
