Scrub partiality about `NewOrData`.

Rather than a list of constructors and a `NewOrData` flag, we define `data DataDefnCons a = NewTypeCon a | DataTypeCons [a]`, which enforces a newtype to have exactly one constructor.

Closes #22070.
