DynFlags: add OptCoercionOpts

Use OptCoercionOpts to avoid threading DynFlags all the way down to
GHC.Core.Coercion.Opt

DynFlags: add UnfoldingOpts and SimpleOpts

Milestone: after this patch, we only use 'unsafeGlobalDynFlags' for the
state hack and for debug in Outputable.
