rts: EventLog.c: Properly cast (potential) 32bit pointers to uint64_t

Use validate flavour for all CI builds.

This also means we compile GHC with -O1 instead of -O2 for some
platforms for CI. As a result a lot of test metrics
got worse which we now have to accept.
