Move around the locations of installed hat components a little bit.
  * The .hx files used by hat-trans are compiler-independent.
  * The .hi files for transformed versions of the standard libraries
    are compiler-specific.
  * The libHShat.a library is also compiler-specific.
  * Allow both nhc98- and ghc- built versions to co-exist.
