HUGSROOT in version.c

Option :settings come and go, and it is
not unusual to use different versions of Hugs
across projects. If you persist the options in
one spot, you're in trouble. The interpreter
used to simply exit if it came across unknown
options, now it simply complains&continues,
I think. 

This may not matter any more, but it certainly
used to.
