I'm pretty sure its available for Windoes 95 and later, and can be
redistributed by anyone. Its a result of compiling with Visual Studio
2003, nothing fundamentally to do with the code.

I'll recompile the installer with Visual Studio 6, that will make it
depend on a different version of the runtime which is installed on
practically every computer, and is certainly available for installing
on Windows any version.
