I seem to recall being told that ghc-6.9 removed support for building
with ghc-6.2 so I did the same for Cabal. If that was wrong then we can
add back support for being compiled by (but not using) 6.2. (Previously
it also supported using ghc-6.2 to build Cabal packages, eg generating
package registration files etc.)
