  Log:
  Main thing in this commit is arranging that skolem-constant
  type variables are immutable.  This just seems to be the
  Right Thing for skolems; I've found a way to avoid use of
  rigidToFlexi and friends.
  
  The last place that might need adjustment is in checkSigTyVars;
  if we find a rigid type variable has escaped into the environment,
  we might need to zap the envt to remove it again, solely to avoid
  an error cascade.  Let's see if it happens.
