No binaries were built for the 2.4.0.0 release -- I assume with the
upcoming release we'll have proper binaries.

Just wanted to drop a note to _highly recommend_ that at least the
windows cabal-install binaries in the next release be built with ghc
8.6.2 since I think that changes in the core libs will mean that
cabal-install will work better with homedirs with a wider range of
characters. Just talked to someone about this five minutes ago, so its
fresh in my mind :-)

...actually they were; we're transitioning to move the binary hosting to

and I failed to setup the HTTP redirects from the old locations to the
new locations as e.g.

http://downloads.haskell.org/cabal/cabal-install-2.4.0.0/
