ANN: Cabal and cabal-install 1.22 versions released

Hi all,

I have released the following versions of Cabal and cabal-install.

Cabal - 1.22.8.0
cabal-install - 1.22.9.0

These are tagged in the repo, updated on the downloads site and uploaded to
hackage.
