ANN: Cabal 1.22.6.0 and cabal-install 1.22.7.0 released

Cabal 1.22.6.0 and cabal-install 1.22.7.0 (with Cabal 1.22.6.0) have both
been released and are available on hackage.

I am still pushing the changes to the Cabal downloads page, this should be
complete momentarily.
