Getting Cabal 1.2[12] ready for GHC 7.10.1 RC1

I'm waiting for word from Thomas DuBuisson on
https://github.com/haskell/cabal/pull/1910 then I'm ready to cut a RC.
There's already a 1.22 branch for people who want to test before that (e.g.
GHC HQ).
