Comment:

 I think this is essentially fixed in the HEAD. The topdown solver now
 excludes unconfigurable packages in advance, and the modular solver should
 be able to handle this situation gracefully anyway. Of course, the
 original problem no longer directly applies because "upgrade" is disabled
 for the time being, and probably not coming back anytime soon.

 I'm closing this.
