I think I need a dynamic mechanism. I can work with the current regime for the moment but when I have a demonstrator (soon I hope) I will get back to you.

We don't use the GHC_PACKAGE_PATH. You ought to be able to set a global --package-db flag by putting it in the ~/.cabal/config.

I don't plan to add any equivalent env var, but we're likely to add support for local cabal config files.

What kind of use case are you thinking of?
