 I have attached a patch that fixes the Cabal library side of things;
 unfortunately, cabal-install passes all the options twice. The second
 patch is adds a unit test to ensure that this kind of thing doesn't happen
 again. It may be that the unit test should be expanded (I'm open to
 feedback).
