patch applied (cabal-branches/cabal-1.10): Default to Haskell98 for GHC 7.x

  * Default to Haskell98 for GHC 7.x
  GHC 7 defaults to Haskell2010, we stick with 98 for the moment.
  We will later introduce a new language field to control this.
