 With ghc-6.12.1 (ie Cabal-1.8.0.2) cabal installing darcs-2.4
 creates a manpage with permission 0600.  This doesn't happen
 with ghc-6.10.4 (Cabal-1.6) so looks like a regression.

 I starting looking at the code but didn't track down the cause yet.
