 Thanks for the report. The current version does extensive error checking:
 http://darcs.haskell.org/cabal-install/bootstrap.sh

 It will be included in the upcoming release.

 Note, to workaround the situation where a half-bootstrapped version does
 nothing, blow the build tree away and unpack the cabal-install tarball
 again.
