Comment:

 Note that a related feature that I do want to implement is to allow, for
 development purposes only, a local per-package config file #556. This
 would let you save any/all flags that you can pass to `cabal configure`.
 For things like ghc-options, cc-options, this might be enough for what you
 need.

 Note as an additional workaround, if you really want to read .buildinfo
 files then you can modify the Setup.hs to do so:
 {{{
 main = defaultMainWithHooks autoconfUserHooks {
          postConf = \_ _ _ _ -> return ()
        }
 }}}
 This means it will not try to run any `./configure` script but it will
 read the `.buildinfo` file.

 However I'm going to keep the Simple build type simple and not have it
 read externally generated `.buildinfo` files.
