 cabal: user error (Codec.Compression.Zlib: incorrect header check)

 My VPN server transparently decompressing packages *.tar.gz ("Content-
 Encoding: x-gzip" header is missing), but cabal thinks that it still
 encoded and yielding an user error. I think it's should be handled by
 cabal.
