Comment (by ross):

 The package page now shows both, so perhaps authors will be motivated to
 provide more useful synopsis values.  (Some of them just repeat the
 package name.)

 The Cabal User's Guide would benefit from more guidance on these two
 fields (though the guidance that's currently there is often ignored).
 Neil's wording about sounds good to me.
