patch applied (cabal): Treat "cabal --flag command" as "cabal command --flag"

  * Treat "cabal --flag command" as "cabal command --flag"
  eg "cabal -v configure" to mean "cabal configure -v"
  For flags that are not recognised as global flags,
  pass them on to the sub-command.
