  * milestone:  => cabal-install-0.6

Comment:

 This can be done by doing an initial bottom-up pass over the packages to
 eliminate packages that cannot possibly be installed.

 It is also tied in with the ability to specify exclude constraints in the
 existing solver. This is because we do not want exclude constraints to
 cause immediate failure.
