 I'm reporting this although I don't really know what the problem is.

 I installed cabal-install using GHC 6.10.1. When I tried to use it, it
 complained that the it couldn't open the file 'Ê', or some other strange,
 seemingly random, one-character long file name. An strace revealed that
 just before trying to open the file it reads the repos: field from the
 config file in ~/.cabal. That field was set to
 "hackage.haskell.org:http://hackage.haskell.org/packages/archive". I tried
 removing the initial "hackage.haskell.org:", and them cabal-install works.

 Not sure what this is, but I couldn't find something about it in the bug
 tracker after a quick search.
