 We would like package authors to be able to specify a url where they would
 like bug reports to be directed. This could be a `mailto:` url or an
 online `http:` bug tracker. We should actually parse the field as a url
 and make sure it's one of the two.

 This might be a requirement for packages in the Haskell Platform. The
 hackage web page would have the link and direct users with bug reports.

 If we can agree then we should get this into Cabal-1.6.
