Comment:

 If we do this we should do this in cabal-install.

 We also need to specify exactly what we mean and want by a binary
 distribution. Would it be relocatable for example? What would the
 resulting tarball look like? What would be the procedure to install such a
 package.

 Is there really a great need for this in the light of tools that can
 generate distro packages like rpm, deb, ebuild etc.

 Needs more design discussion and someone to implement it.
